The division is responsible for recommending, submitting for approval for State Science and Technology Awards, provincial and ministerial awards, non-governmental awards and special awards in and out of the university, as well as submitting for approval and managing intellectual property of scientific and technological achievements. It is also responsible for formulating policies administrating scientific and technological achievements and statistics of academic papers.

The division is responsible for major national regional development strategies. The division is also responsible for the management of all the coporate research instituions that are affiliated to ZJU, including regulations, annual assessment. The division manages all the programs issued by provincial governemnts except Zhejiang Province, as well as other cities of Zhejiang Province besides Hangzhou.
