There has been a long international debate about the best form of social security for the elderly. With major demographic changes, as well as economic difficulties, many Western systems are facing new and serious financial challenges. The traditional European (and US) model of social insurance is also proving inadequate for many developing countries with large numbers of old people who never had formal employment and never accumulated social insurance entitlements. The World Bank and ILO have debated the optimal design, and how to ensure both adequate and sustainable retirement incomes.
Australia has a unique system heavily reliant on tax-financed, means-tested age pensions guaranteeing minimum income support. It is now building on this base a fully funded earnings related component aimed to ensure adequate income maintenance in retirement for everyone without imposing any financial risks on the government and future taxpayers. The system has many strengths including its low cost to taxpayers despite demographic change, but it also has a number of challenges particularly as retirees look to translate the accumulated savings into secure and regular income streams.
The seminar will describe the international debate and the emerging Australian approach, and draw out possible lessons for other countries.
